Inflatable Intex Pool

We have an 18×42 pool which rises while being filled with a blue inflatable top ring. There seems to be feathers or something(almost like the innards of a baby’s diaper) floating around the pool. I try to skim it and some comes out and some actually go through the net to float back down. What could it be and any ideas on how to clean it out? The vacuum it came with won’t even stay on the bottom, it just floats to the top. It’s only been up 3 weeks and i’m ready to take it down!! Any help/info would be great!!
